Project Overview
Trillium Court was identified as being required for construction of the Windsor-Essex Parkway. It is a social housing development located in the town of LaSalle and consists of 56 semi-detached units. The displaced units at the existing Trillium Court site must be replaced at another location.
The City of Windsor is the Service manager for all social housing developments in Windsor and Essex County. Trillium Court is owned by the River Park Non-Profit Housing Corporation. River Park is a social housing provider governed by the Social Housing Reform Act where the funding and administration of the housing program is provided by a “service manager”.
MTO is working with Infrastructure Ontario, River Park Non-Profit Housing Corporation, the residents of Trillium Court, the City of Windsor and the Town of LaSalle in the relocation. Meetings with residents have been taking place since 2008 to keep them informed of the progress on this project and the relocation efforts. MTO is leading the coordinated effort to relocate Trillium Court to ensure that the overall Windsor-Essex Parkway implementation schedule is not impacted and that costs are substantiated.
Trillium Court is being relocated less than one kilometre away from its original location — keeping the community intact and residents close to current schools, shopping and transit. These were key goals identified by the River Park Board of Directors and the Trillium Court Tenants Advisory Group. The new location is east of Sandwich West Parkway and south of Heritage Drive near Sandwich West Park in the Town of LaSalle. 56 new semi-detached residential units will be built on individual lots that will front onto new public streets.
Oscar Construction Company Ltd. of Oldcastle was awarded the contract to construct the new homes. The design of the new Trillium Court was completed by Archon Architects Inc. of Windsor. The project is being managed by MHPM Project Managers of London.
Construction began in July 2011 and it is anticipated that residents will be relocated to their new homes in mid 2012.
Energy Star Rating
The 56 families being relocated will be the first in Essex Country to reside in Energy Star rated affordable housing. Trillium Court is the first social housing development in the area that will be constructed using green material and Energy Star rated appliances. Following construction completion, the new homes will be inspected to ensure the units meet the Energy Star standard.
Ontario is investing approximately $15 million in the relocation of Trillium Court. The aesthetic design of the Trillium Court ensures that the new homes will be visually pleasing and easily integrated into the existing residential community. Rebuilding the community of Trillium Court is another “one-of-a-kind” project for MTO that is possible through innovative approaches to partnerships & consultation.
